Carl Baker is a Principal in Decide Smart, providing expertise in Public Safety, Emergency Management, Homeland Security and in the utilization of automated systems.
Baker has served in a number of major executive positions in the Public Safety field at both the state and county levels. He has been Deputy Secretary of Public Safety in Virginia, overseeing 11 state agencies with more than 17,000 employees including the Virginia State Police, the Department of Corrections, Emergency Services, Criminal Justice Services, Military Affairs, Juvenile Justice, Fire Programs and the Alcohol Beverage Control Board.
Baker has also served as Superintendent of State Police for the Commonwealth of Virginia, Deputy Superinendent of Police for the State of New York, and as Chief of Police for Chesterfield County, Virginia.
Baker has been Chairman of the National Institute of Justice Law Enforcement and Corrections Technology Advisory Council, Vice-Chair of the FBI Advisory Policy Board, and a member of the Executive Committee of the International Association of Chiefs of Police.
He has conducted studies around the country and internationally. These include studies examining police services in Florida, software applications for intelligence analysis in the U.K., emergency management for schools in multiple states and threat assessments for a number of localities.
